What is Bharat Bill Payment System BBPS?

The Bharat Bill Payment System (BBPS) is a historic initiative that aims to streamline and modernize India’s bill payment ecosystem. The Reserve Bank of India (RBI) launched BBPS, which was implemented by the National Payments Corporation of India (NPCI), with the goal of providing a standard, accessible, and efficient bill payment experience across the country.

It is a comprehensive ecosystem for bill payments, offering an interoperable and accessible “Anytime Anywhere” service to customers across India, ensuring transaction certainty, reliability, and safety, this flexibility ensures that consumers have a variety of simple ways to pay their bills, catering to both tech-savvy persons and those who prefer traditional methods.

Features/Benefits of BBPS:

  1. Different Payment Options: The ecosystem facilitates various payment modes, including Credit, Debit, and Prepaid Cards, NEFT Internet Banking, UPI, Wallets, Aadhaar-based Payments, and Cash.
  2. Uniformity: The Bharat Bill Payment Central Unit (BBPCU) sets uniform operational, technical, and business standards for all participants in the system.
  3. Interoperable: The Bharat Bill Payment System (BBPS) serves as an integrated platform, linking banks and non-bank entities involved in the bill aggregation business, billers, payment service providers, and retail bill outlets.
  4. Clearing & Settlement: The BBPS facilitates multiple clearings and guaranteed settlements between various parties, adhering to standardized Turnaround Time (TAT).
  5. Complaint Management: The BBPS implements a standardized complaint management system to address customer grievances for all transaction types.
  6. Categories Covered: The categories currently covered under the Bharat Bill Payment System (BBPS) include Electricity, Telecom (Landline Post-paid, Mobile Post-paid, and Broadband Post-paid), Gas, Water, and DTH. Additional categories will be incorporated into BBPS over time.

How BBPS works?

The Bharat Bill Payment System (BBPS) comprises two distinct entities performing specific functions:

  1. The Bharat Bill Payment Central Unit (BBPCU): which is the sole authorized entity operating the BBPS. The BBPCU establishes the necessary operational, technical, and business standards for the entire system and its participants, and also conducts clearing and settlement activities. The Reserve Bank of India has mandated the NPCI Bharat Bill Pay Ltd (NBBL) a wholly owned subsidiary of National Payments Corporation of India (NPCI) to operate the Bharat Bill Payment System (BBPS) as the Bharat Bill Payment Central Unit (BBPCU).
  2. The Bharat Bill Payment Operating Units (BBPOUs): which authorised by Reserve Bank of India are operational units adhering to the standards set by the BBPCU. This tiered structure is further reinforced through an effective network of agents managed by the BBPOUs. While there is a single BBPCU, multiple BBPOUs may operate under the BBPS framework.

Security Measures

  1. Two-Factor Authentication (2FA): Ensures that users authenticate their identity using two different methods, enhancing security.
  2. Encryption: Data transmitted through BBPS is encrypted to protect sensitive information from unauthorized access.
  3. Secure PIN Storage: PINs and other sensitive data are stored securely to prevent breaches.
  4. Cybersecurity Framework: The Reserve Bank of India (RBI) has proposed a comprehensive cybersecurity framework for payment system operators, including governance mechanisms for identifying, assessing, monitoring, and managing cybersecurity risks operators.
  5. Baseline Security Measures: These include inventory management, identity and access management, network security, application security, data security, and incident response.

Recent Developments

Following the expansion of the payment facility, municipal taxes, insurance premiums, school fees, and other recurring payments can now be processed through the Bharat Bill Payment System (BBPS). All categories of billers, except for prepaid recharges, who offer recurring bill payment services, are permitted to participate in BBPS on a voluntary basis.
