Introduction

The Ministry of Environment, Forest and Climate Change on October 7th 2024 notified the Draft Liquid Waste Management Rules 2024 which apply to both urban and rural local bodies, as well as all public authorities involved in wastewater management.

The Liquid Waste Management Rules 2025 enhance the regulatory framework for managing liquid waste, addressing environmental concerns and public health. As urbanization and industrial activities expand, effective management of liquid waste is crucial for sustainable development.

Applicability

The rules apply to all urban and rural local bodies, public authorities, and entities responsible for wastewater and sludge management, including:

  • Industrial areas and townships
  • Special Economic Zones (SEZs) and food parks
  • Indian Railways, airports, ports, and harbors
  • Defense establishments and government organizations
  • Religious and historical sites
  • Domestic, institutional, and commercial waste generators

Key Objectives

  • Pollution Prevention: Prevent pollution of water bodies and groundwater by regulating the disposal of liquid waste.
  • Public Health Protection: Minimize health risks associated with untreated waste.

  • Industrial Liquid Waste : Waste from manufacturing processes.
  • Domestic Sewage : Includes greywater and blackwater from residences.
  • Commercial Waste : Waste from hotels, hospitals, and businesses.

Registration & Compliance Requirements

Requirement Description
Registration Wastewater treatment facility operators must register on the online portal within two weeks.
Monthly Reporting Submit data on wastewater treatment, reuse, and discharge by the 7th of every month.
Annual Returns File reports by June 30th, detailing water consumption, wastewater treatment, and reuse.
Penalties Non-compliance leads to fines as per SPCB regulations.

Key Compliance Obligations

  • Bulk water users must obtain an Extended User Responsibility (EUR) Certificate if wastewater reuse obligations are not met.
  • Faecal sludge treatment facilities must follow CPCB guidelines and conduct monthly sludge testing.
  • Industries consuming more than 5000 LPD of water or generating over 10 kg BOD/day must install proper effluent treatment systems.
  • GPS tracking of desludging vehicles is required to prevent illegal sludge dumping.

Implementation Mechanisms

Procedure for Compliance Enforcement:

  • State Pollution Control Boards (SPCBs) will conduct periodic inspections and audits.
  • Environmental compensation will be imposed for non-compliance, including fines for false reporting and improper waste management.
  • Public disclosure of liquid waste treatment data is mandatory for all treatment facilities.
