The Budget Session of Parliament for 2024 commenced on Monday, July 22, and was adjourned sine die on Friday, August 9. This was the first Budget Session of the 18th Lok Sabha. On July 23, 2024, both the Union Budget and the Budget for Jammu and Kashmir were presented in the Lok Sabha.
Following the presentation, the general discussion on the Union Budget occupied the Lok Sabha for 27 hours and 19 minutes, exceeding the allotted 20 hours, and the Rajya Sabha for 22 hours and 40 minutes, also surpassing its allotted time. Concurrently, discussions on the Jammu and Kashmir Budget, including the Demands for Grants and the related Appropriation Bill, were conducted and passed in the Lok Sabha.
In the Lok Sabha, Demands for Grants for ministries, including Railways, Education, Health, and Fisheries, were discussed and adopted. The remaining Demands for Grants were voted on August 5, 2024, with the related Appropriation Bill passed the same day. The Finance (No. 2) Bill, 2024, was considered and passed on August 6 and 7.
The Rajya Sabha discussed the workings of the Ministries of Housing and Urban Affairs, Agriculture and Farmers Welfare, and New and Renewable Energy. It returned the Appropriation Bills and the Finance (No. 2) Bill on August 8, 2024.
On August 9, 2024, the Lok Sabha passed the Bhartiya Vayuyan Vidheyak, 2024, which regulates aircraft operations. Short-duration discussions were also held on India’s Olympic preparedness and a tragic student death incident in Delhi. Both Houses addressed calling attention motions on landslides, floods, and a specific landslide in Wayanad, Kerala.
The Waqf (Amendment) Bill, 2024, was referred to a Joint Parliamentary Committee. The Lok Sabha’s productivity was approximately 136%, while the Rajya Sabha’s was about 118%.
